事业单位分类改革的目的是促进公益事业发展,进一步增强事业单位活力,以满足人民群众和经济社会对公益服务的需求。在改革的过程中,必须坚持和加强党的领导,全面加强党的建设,充分发挥党组织在事业单位中的政治、思想、组织保证作用[1]。在事业单位以行政首长负责制的管理模式下,如何通过长效机制确保党组织政治核心作用的发挥是个值得深思的课题。本文以某事业单位为例,分析了该单位党建工作机制的现状,提出了事业单位党建工作机制中存在共性问题的起因,并针对问题对党建工作机制体系建设进行了探索,提出了体系建设框架等建议。
