松花江1998年超历史的大洪水中形成的宝贵材料,是全面、真实地反映当时松花江干流洪水特性最原始最权威的资料,对于我们今后预防水患、进行洪水预报,更是一项重要的科技信息资源,具有十分重要的利用价值。因此抓住这次难逢的机遇,做好收集、立卷、归档的管理工作,显得尤为重要。一、水文资料收集的措施和方法为了保证水文档案的系统、完整,我们采取了以下有效措施:1、建立集中统一的档案管理网络。这一管理网络的触角已延伸到水文局各业务科、室和基层勘测队、站,做到职责分明,层层把关,统一协调全局的档案管理工作,从组织上保证文件材料不疏漏、不散失、不泄密。
