Comrade Yong Wenqian, Minister for Foreign Affairs of the Democratic Republic of Vietnam, Dear Comtemporary Minister, I have received your copy of the letter dated 23 October 1961 and attached to you by both presidents on October 14 to the 1954 Geneva Conference. The government of the People’s Republic of China fully agrees with what you gave to the two presidents in the Geneva conference and fully supports the solemn position and reasonable demands of the government of the Democratic Republic of Vietnam.
