发改委正草拟《钢铁产业发展政策》近来,钢铁投资日益升温的状况,引起了国家的高度重视。国务院已经下发通知,要求各地正确认识和解决当前经济中的问题,强调严格控制钢铁等行业“过度投资”。按照国务院要求,发展改革委正在抓紧草拟《钢铁产业发展政策》,目前正在向社会各界征求意见。此项政策主要包括了如何限制钢铁低标准、低水平、小规模、重复建设等生产问题的规定,以及积极促进高科技、高质量、低能耗、先进适用品种的发展措施。此项政策改变了以往仅仅是单纯的限制上项目的规定,政策中还涉及到改善信贷管理等金融方面的管理问题。
Development and Reform Commission is drafting the “steel industry development policy” Recently, the steel investment is heating up, aroused the country’s attention. The State Council has issued a circular calling on all localities to correctly understand and solve the problems in the current economy and emphasize that the “over-investment” in the steel and other industries should be strictly controlled. In accordance with the requirements of the State Council, the Development and Reform Commission is stepping up the drafting of the “steel industry development policy” and is currently soliciting opinions from all sectors of the community. This policy mainly includes provisions on how to limit the production of steel with low standards, low-level, small-scale and redundant construction, and proactively promotes the development measures of high-tech, high-quality, low-energy consumption and advanced applicable varieties. This policy has changed the previous provisions of the project is only a simple limit, the policy also involves the improvement of credit management and other financial aspects of management issues.
