《中共中央关于加强党的执政能力建设的决定》中指出：“坚持党管媒体的原则，增强引导舆论的本领”。增强引导舆论的本领可以从多种途径探讨，但作为一名报人来说，首先是你这张报纸要让读者想读、爱读、读有所用。你要知道读者想看什么，爱看什么，需要什么，这就是一种基本的本领。因此，必须将广大读者的需求作为增强军报新闻可读性的立足点、聚焦点和增长点，力争实现新闻传播效能的最大化和最优化。
