公共行政中的伦理价值,已得到国内外的有识之士的认同,但由于新公共管理运动对“引入市场竞争机制”和“引入企业管理的技术和方法”的偏爱,并在西方的“政府再造”中得到印证,当代的公共行政理论研究中多半存在回避或者忽略之前新公共行政运动对“社会公平”关注所取得的成效,大有重新回到韦伯重“事实判断”(亦即“形式理性”)之老路上去之趋势。面对公共行政的理论与实践所提出的新问题,在公共行政伦理的理论研究中,需要重新审视“价值理性”的合理性、行政伦理视角的合法性和“行政”与“伦理”结合的价值性等诸重要问题,以便使我们对西方的“政府再造”运动、新公共行政运动和新公共管理运动等来自实践和理论层面的问题,有一个客观、全面和深刻的认识;也有助于我们对我国行政改革实践和理论层面的认识。
