Munich News: EU's Fifth Research Framework Program (FP5) will be implemented in 1999. According to a discussion paper chaired by EU director-general Eddie Crescen, FP5 will be more concerned with social needs than FP4, which is currently being implemented. The research board recently passed the document and submitted it to the Council of Ministers. The paper suggests that FP5 should be structured around a limited set of targets to ensure that it meets the socio-economic needs of Europeans. This shows that the EU research council has changed its attitude in research planning. Until recently, this research program, costing an average of 2.6 billion Aiur (3.2 billion U.S. dollars) each year, was entirely subordinate to business needs. While meeting business needs remains a fundamental goal of FP5, the Research Council now also emphasizes that its research has a direct impact on people's lives.
