随着国际格局、国际秩序的急剧变化,我国能源安全出现许多新挑战。这些挑战空前复杂、严峻,而且可能持续相当长的时间。用世界颇具影响力的能源专家丹尼尔·耶金的话来说,“中国在能源安全方面面临其他国家未曾经历过的重大挑战”[1]。鉴于此,必须在正确研判形势的基础上,进一步明确我国新时期能源发展和能源外交的战略重点,以前瞻性思维谋划应对挑战的战略性举措,确保我国和平发展战略机遇期的有效利用和长时间延续。
