本期《奥运安全法制建设》专栏刊发的这组文章,是陈勇教授主持的北京哲学社会科学“十五”规划项目《北京奥运法治安全与北京经济发展关系研究》的部分研究成果。课题定位于中观层次的软科学研究,研究角度既立足于北京政法,又不局限于北京政法,在涉及首都社会安全与稳定的重大问题范围内确定将出入境法律制度、流动人口管理、奥运志愿者立法、城市安全、宽严相济刑事政策、散杂居民族与宗教问题预警、民间组织培育与管理、奥运安保投入等问题作为研究目标。以法治为视角,强调奥运安全法制建设中政府的主动性和主导性,从而在法制意义上实现“平安奥运”的奋斗目标。
This set of articles published in the column entitled “Olympic Legal Construction for Olympics” is part of the research results of the “10th Five-Year” planning project of Beijing Philosophy and Social Science hosted by Professor Chen Yong, “Research on the Relationship between the Rule of Law and Security of Beijing Olympic Games and Beijing’s Economic Development.” The subject is located at the meso level of soft science research. The research perspective is based on Beijing’s political science and law and not limited to Beijing’s political science and law. It determines within the scope of major issues concerning the security and stability of the capital society that the legal system of immigration, the management of floating population, Volunteer legislation, urban safety, criminal policy of temper justice and strictness, early warning of scattered Habitat ethnic groups and religions, cultivation and management of non-governmental organizations, and investment in security and security in the Olympic Games are the research objectives. From the perspective of the rule of law, we should emphasize the initiative and dominance of the government in the legal construction of Olympic security so as to achieve the goal of “safe Olympics” in the legal sense.
