根据我国现状,中国五项社会保险法定缴费之和相当于工资水平的40%,有些地区甚至达到50%,我国的社保缴费率在全球181个国家中排名第一,约为“金砖四国”其他三国平均水平的2倍,是北欧五国的3倍。如此高的缴费水平,继续提高雇主(企事业)和雇员(员工)的缴费标准已经没有空间。另一方面,我国社会保障支出仅占我国财政支出的12%,远低于发达国家30%至50%的比例。每年的“三公”经费支出就高达万亿元,用财政资金弥补百姓养命钱的社保资金缺口
