相对于全国560多家出版社、200多家电子音像出版社、8000多家杂志社、2000多家报社、数百家网站和其他版权相关产业,目前的版权代理机构从数量上看,也显得微不足道,尚不足以构成出版产业链中的一环。版权代理机构的主要业务是图书版权中介,充其量不过是完成洽谈一签约一版税金收转一合同跟踪落实这一单一流程,业务附加值极小,可以说还处于版权代理业的初级阶段。大多数的中国版权代理机构仅仅是在境内外出版社之间扮演一个联系人的角色,是接力赛中的一环,同时也是随时有可能被抛弃的一环。
