该文描述了县级防疫站、医院和妇幼保健院人力资源的现状和近 5年的变动趋势。通过横向比较认为县级防疫站的人力素质低于县级医院和妇幼保健院 ,通过纵向比较认为县级防疫站的人员变动趋势较县级医院有失合理。文章进一步探讨了防疫站内部技术科室在人力配置上的差别 ,认为防疫站内部技术科室之间的人力素质确有差异 ,且这种差异与各科室的经济收益差别有明显关联。从而在人力问题上证明了总课题的逻辑推论 :防保功能的相对薄弱和由此带来的防疫站内部不同功能的偏废
This article describes the status quo of human resources at county-level epidemic prevention stations, hospitals, and maternity and child care hospitals, and the trend of changes in the past five years. Through horizontal comparison, the county’s epidemic prevention stations are considered to have lower human quality than county-level hospitals and maternity and child care hospitals. Through longitudinal comparison, the trend of change in the county-level epidemic prevention stations is considered to be more unreasonable than that of county-level hospitals. The article further discussed the differences in the human resources allocation of the internal technical departments of the epidemic prevention station and considered that there are indeed differences in the human quality among the internal technical departments of the epidemic prevention station, and this difference is clearly related to the difference in the economic benefits of the various departments. In order to prove the logical inference of the general topic on the human problem, the relative weakness of the anti-insurance function and the resulting disparity in the internal functions of the epidemic prevention station
