廉政文化是掌握公共权力的组织和个人对廉政所持的一种精神状态,是围绕廉政行为和现象而形成的心理倾向和价值取向、思想认识和道德判断,以及与之相适应的行为规范、社会评价的总和,包括对廉政的信仰和理解,对廉政价值观的认同和对廉政知识的了解和把握,以及在廉政意识形态指导下建立起来的廉政制度安排。廉政文化在反腐倡廉中具有重要的价值意蕴:廉政文化是消弥腐败文化的有力武器,为反腐倡廉提供文化上的支撑;廉政文化是执政党执政合法性的价值之源;是在价值观多样化的时代背景下,新的话语模式和话语体系的有效载体。
Honest government culture is a kind of mental state held by organizations and individuals who hold public power toward honest government.
