基于Panel Data模型的新疆区域产业结构调整对环境污染的影响分析

文章选取2000年以来新疆区域经济与环境数据,建立产业结构调整与环境污染指标的计量模型,重点估算出产业结构调整对环境污染的区域特征。实证结果发现:第一,在工业废水排放量方面,固定效应系数最高为克拉玛依市,最低为和田地区。第二,在工业废气排放量方面,固定效应系数最高为克拉玛依市,数值最低的为克州。第三,新疆产业结构调整对工业固体废物排放量的固定效应系数最高的是乌鲁木齐市,数值最低的是塔城地区;第四,就新疆三大区域而言,北疆尤其天山北坡经济带的固定效应系数普遍高于东疆和南疆地区,区域分布差异非常显著。从实证分析结果来看,推动经济社会与资源环境协调发展的基础是抓好重点区域和领域的环保工作,要加强污染防治,积极推行排污许可和总量控制制度,落实重点流域、区域、城市、产业污染治理任务。 This paper selects the regional economic and environmental data in Xinjiang since 2000, establishes the econometric model of industrial structure adjustment and environmental pollution indicators, and mainly estimates the regional characteristics of environmental pollution caused by industrial restructuring. The empirical results show that: First, in terms of industrial wastewater discharge, the fixed effect coefficient is the highest in Karamay City and the lowest is Hetian. Second, in terms of industrial emissions, the fixed-effect coefficient is the highest in Karamay City and the lowest is Kezhou. Thirdly, the fixed effect coefficient of Xinjiang’s industrial structure adjustment on industrial solid waste emissions is the highest in Urumqi, the lowest in Tacheng; Fourthly, in terms of the three major regions in Xinjiang, The fixed effect coefficient is generally higher than in Dongjiang and South Xinjiang, and the regional distribution is very significant. According to the results of empirical analysis, the basis for promoting the coordinated development of economy, society and resources and environment is to focus on environmental protection in key regions and areas. We need to step up pollution prevention and control and actively implement the permit system for pollutant discharge and total amount control so as to implement key drainage areas, regions and cities , Industrial pollution control tasks.
