改革收入分配制度,促进公务员收入分配更科学合理、公开透明,是我国政府改革与发展的重要目标和任务。公务员收入分配秩序是整个社会收入分配秩序的重要组成部分。进一步完善公务员收入分配机制是规范公务员收入分配秩序的关键。近年来公务员工资制度改革和收入分配秩序规范取得明显成效,但也出现一些新问题如新的收入不平衡、激励机制弱化等。为此,在深化改革过程中要抓住重点,完善激励与约束机制,建立合理的公务员收入增长机制、科学的公务员绩效考评机制、有效的责任追究机制、健全的财政管理制度机制。
Reforming the system of income distribution and promoting a more scientific and rational distribution of income for civil servants is an important goal and task for the government’s reform and development in our country. The distribution of civil servants income is an important part of the social distribution of income. To further improve the income distribution mechanism for civil servants is the key to regulating the order of income distribution of civil servants. In recent years, the civil service wage system reform and the order of income distribution have achieved remarkable results, but new problems have emerged such as new income imbalances and weakened incentives. Therefore, in the process of deepening the reform, we must grasp the key points, improve the incentive and restraint mechanisms, establish a reasonable revenue growth mechanism for civil servants, a scientific civil servant performance appraisal system, an effective accountability mechanism, and a sound financial management system and mechanism.
