安徽循环经济立法定位应明确界定相关主体在发展循环经济中的权限,健全循环经济法律责任制度,建立有效的监督机制;指导思想要将循环经济立法作为实践科学发展观的有效形式,解决安徽发展循环经济面临的突出问题,突出减量化原则;立法模式要把基本法规与综合性法规、专项与配套法规及规章有机结合起来,使两者相辅相成,形成一套科学合理的地方循环经济法律体系。
