关系到我国长江流域安全的长江重要堤防隐蔽工程,自1999年开工以来,在长江水利委员会长江重要堤防隐蔽工程建设管理局的领导下,经两岸建设大军的共同努力,已初战告捷,工程受到了国务院领导的表扬和勉励。回顾和总结这项重要水利工程的建设过程,对于进一步规范工程建设管理,提高水利工程施工质量,具有重要的现实意义。建设之初,为了保证勘测设计这一基础工作的顺利进行,长江委综勘局、水文局、长科院及湘、鄂、赣、皖4省有关部门共投入近3000人,驻扎在长江大堤上,终于在2000年汛前完成了主要项目的外业勘测工作。随后,长江委设计院共投入设计人员600余人,按时完成了32
