民政是较早开展政府购买服务的政府部门是最需要和最适合开展购买服务的部门正确认识、积极稳妥地推进政府购买服务工作对民政部门更好履行“为民”职责意义尤其重大随着全面深化改革的加速,特别是本届政府简政放权力度的空前加大,建立政府购买服务制度已从地方探索试点进入深化改革的顶层设计。2013年9月,国务院办公厅印发《关于政府向社会力量购买服务的指导意见》,2015年1月,财政部、民政部和国家工商总局发布《政府购买服务管理办法(暂行)》。在此之前,地方政府购买服务的实践探索日益丰富,购买服务的领域愈益广泛,推进的力度逐步加大,取得的成效日渐明显。实践表明,政府购买服务,是创

Prior to this, the local government has increasingly enriched the practice of purchasing services and the field of purchasing services has become more and more widespread. The promotion efforts have been gradually intensified and the achievements made have become increasingly apparent. Practice shows that the government to buy services, is a record
