去年底,国务院正式发布了《全国主体功能区规划》。国家“十二五”规划《纲要》则强调,“发挥全国主体功能区规划在国土空间开发方面的战略性、基础性和约束性作用”。“按照全国经济合理布局的要求,规范开发秩序,控制开发强度,形成高效、协调、可持续的国土空间开发格局”。
At the end of last year, the State Council formally released the “Plan for the National Main Functional Areas.” The “Outline of the Twelfth Five-year Plan” of the State emphasizes that “giving play to the strategic, fundamental and binding role of the planning of the country’s main functional areas in the development of the national space”. “In accordance with the requirements of the national economic rational distribution, standardize the development order, control the intensity of development, and form an efficient, coordinated and sustainable development pattern of land and space.”
