舟山群岛新区是国务院批准成立的首个以海洋经济为主题的国家级新区,海洋经济体系目前已初步成立,但产业发展对资源的依赖性较强、空间布局分散等问题较为突出。在回顾国家级新(特)区成立的历史背景和发展历程的基础上,提出重大项目和国家政策扶持对于新区发展具有重要推动作用,分析了日本横滨市在城市发展转型、产业转型和可持续发展方面的先进经验。结合舟山群岛新区定位和发展实际,从港口物流、修造船、水产品加工和海洋旅游等角度提出未来的产业发展路径。
The Zhoushan Islands New Area is the first state-level new area with the theme of marine economy approved by the State Council. The marine economic system has been initially established at present. However, the industrial development is more dependent on resources and the spatial distribution is more prominent. On the basis of reviewing the historical background and development history of the state-level new (special) district establishment, it is proposed that major projects and state policy support play an important role in promoting the development of the new district. The analysis of the urban development and transformation, industrial restructuring and sustainable development of Yokohama, Japan Advanced experience in development. Combined with the positioning and development of Zhoushan Islands New Area, the paper proposes the future industrial development path from the aspects of port logistics, ship building, aquatic products processing and marine tourism.
