Consular protection is not only a national right but also an individual right. Sovereignty based on personal jurisdiction is the basis of consular protection, but its motivation is human rights. Citizens of one country have the right to claim or abandon consular protection. Most foreign consular protection studies lack a systematic study of human rights perspectives.
