继中共十六大报告提出“支持东北地区等老工业基地加快调整和改造”以后,中共十六届三中全会通过的《中共中央关于完善社会主义市场经济体制若干问题的决定》再次明确提出“振兴东北等老工业基地”。加快东北工业基地的调整改造,必将成为拉动全国经济增长的新的增长点,并有望使其成为继珠江三角洲、长江三角洲和京津唐地区之后的中国内地经济的第四增长极。本期以“抓住机遇振兴东北”为题,约请有关专家学者进行笔谈,现按来稿顺序,将文章刊载如下:
