党的十六届六中全会通过的《关于构建社会主义和谐社会若干重大问题的决定》,以邓小平理论和“三个代表”重要思想为指导,全面贯彻落实科学发展观,从中国特色社会主义事业总体布局和全面建设小康社会全局出发,提出了到2020年构建社会主义和谐社会的指导思想、目标任务,工作原则和重大部署,是指导当前和今后一个时期构建社会主义和谐社会的纲领性文件。我们要深刻认识六中全会《决定》的重大意义,将学习和贯彻六中全会精神作为当前和今后一个时期各级民政部门的首要政治任务。
