建筑业的改革,近几年来在理论与实践的探索中不断深化,取得了很大成绩。但从总的改革进程看,建筑企业孤军深入,承受了改革不配套、市场不完善导致的阵痛,步履艰难。党的十三届三中全会确定的治理经济环境、整顿经济秩序,全面深化改革指导方针的贯彻执行,将使建筑业随着大气候、大环境的改善,把深化改革进一步推向前进。这是我们分析和认识当前建筑业形势的基点。从这一基点出发,分析建筑业面临的形势,应当清醒地认识以下几个方面的问题: 压缩基建投资、缩小基建规模,将使建筑队伍供过于求的矛盾加剧,市场竞争更加激烈
The reform of the construction industry has continued to deepen in the exploration of theory and practice in recent years and has achieved great results. However, judging from the overall reform process, the construction companies have gone in isolation, suffered from the incompatibility of reforms, and suffered from market imperfections. The governance of the economic environment determined by the Third Plenary Session of the 13th CPC Central Committee, the rectification of the economic order, and the comprehensive deepening of the implementation of the reform guidelines will enable the construction industry to further deepen reforms with the improvement of the great climate and the environment. This is the basis for our analysis and understanding of the current situation in the construction industry. Starting from this basic point and analyzing the situation facing the construction industry, we should soberly understand the following issues: Squeezing infrastructure investment and reducing the scale of infrastructure will aggravate the contradiction between oversupply of construction teams and fierce market competition.
