制造业创新研究所是美国政府为应对新工业革命而创建的一种新型创新机制,它把政府、产业界和学术界组织在一起,以实现先进制造技术的跨越式创新。创新所要协同完成如下核心功能:开发新兴技术、培训新型劳动力以及形成可持续的商业模式,并通过创新网络把每个创新所的经验教训放大到全国。从创新所的创建到运作,政府有为而不越位:克服竞争前技术开发的市场失灵,弥补企业的不足,监督创新绩效,确保实现预期目标。这对实现《中国制造2025》中提出的“建立制造业创新中心”有借鉴意义。 The Institute of Manufacturing Innovation, a new innovative mechanism created by the U.S. government in response to the new industrial revolution, brings together government, industry and academia to achieve leapfrog innovation in advanced manufacturing technology. Innovation should work together to accomplish the following core functions: developing emerging technologies, training new types of workforce and forming sustainable business models, and expanding the experience of each innovation center nationwide through an innovation network. From the founding of the innovation institute to the operation, the government has done its job without overcoming the market failure of technological development before the competition, making up the deficiencies of the enterprises, supervising the innovation performance and ensuring the realization of the expected goals. This is of great significance to the realization of the “Made in Manufacturing Innovation Center” proposed in “Made in China 2025”.
