目的 调查分析空军医疗卫生系统1996~2000年间取得的科技进步奖和医疗成果奖项目,提出今后5年的科研方向及重点。方法 收集国家科技部、总后勤部和空军后勤部发布的成果奖励通报,按获奖种类、数量、等级、项目类别,获奖年代、单位统计比较,分析其特点,提出今后研究方向和重点。结果“九五”期间空军医疗卫生系统共获奖1239项,其中国家科技进步二等奖1项,军队科技进步奖1058项,军队医疗成果奖181项。基础研究项目111项,临床技术871项。军用成果696项,军民两用项543项。沈空获奖数量最多,空军总医院获高等级成果奖最多。分析这些成果,军用项目、届于自主知识产权的仍不够多,成果的可推广程度还不够。结论 今后应加强卫勤理论、特殊环境医学和“三防”的研究,加强知识产权意识,积极创新、仿创结合,加强技术投资与建设,加强科研管理。
Objective To investigate and analyze the scientific and technological progress awards and medical achievement awards obtained by the Air Force medical and health system from 1996 to 2000, and put forward scientific research directions and focuses for the next five years. Methods To collect the reward reports of achievements issued by the Ministry of Science and Technology, the General Logistics Department and the Air Force Logistics Department. According to the comparison of the types, quantities, grades, project categories, awarding age and unit statistics, the characteristics of the awards were analyzed and future research directions and priorities were put forward. Results During the Ninth Five-year Plan period, the PLA Air Force medical and health system won 1,239 awards in total, including 1 second-class national science and technology progress award, 1,058 military science and technology progress awards and 181 military medical achievement awards. 111 basic research projects and 871 clinical technologies. 696 military achievements and 543 military and civilian dual-use items. Shenyang won the most number of awards, the Air Force General Hospital received the highest level of achievement award. Analysis of these achievements, military projects, at the time of their own intellectual property rights are still not enough, the extent of the promotion of the results is not enough. Conclusion We should strengthen the study of medical attendance theory, special environmental medicine and the “three defenses” in the future, strengthen awareness of intellectual property rights, actively innovate, combine imitation and creation, strengthen investment and construction in technology, and strengthen the management of scientific research.
