宪政是现代国家运用宪法管理国家的政治制度,具有权利保障原则、权力制约原则以及法治原则。从我国目前的现状来看,宪政基本原则与现代公共管理之间存在一系列的矛盾和冲突,并由此构成了公共管理模式创新的内在张力。在宪政的视阈下,公共管理需要同时强调效率、价值和宪政支持的模式,既有政治的价值,同时管理又具备足够的能力,还有来自宪政的权力支持,从而形成一种相对合理的“效率优先-均等共享-宪政支持”公共管理模式。 Constitutionalism is a political system in which modern countries use the constitution to govern the country. They have the principle of guarantee of rights, the principle of power restriction and the rule of law. Judging from the current situation in our country, there are a series of contradictions and conflicts between the basic principles of constitutional government and modern public administration, and thus constitute the inherent tension in the innovation of public management mode.
