目的:分析内蒙古某县村卫生室补偿政策现状,发现存在的问题,提出改进建议。方法:采用文献法、访谈调查法,并对数据进行挖掘。结果:从筹资渠道看,该县2013年对村卫生室各级财政补偿经费2 725 206元,一般诊疗费为2659 720元;财政补偿经费分配方式包括:基本药物零差率补偿807 971元,基本公共卫生补偿额为1 190 419.53元,绩效考核额为678 505元。结论:在乡村卫生服务一体化管理及实施基本药物制度下,必须保障好村卫生室的利益;优化补偿方式;建立以公益性为导向的考核激励机制。
Objective: To analyze the status quo of compensation policy in a county clinic in a county of Inner Mongolia, find out the existing problems and put forward suggestions for improvement. Methods: Using the literature method, interview survey method, and data mining. Results: In terms of financing channels, the county financed 2,725,206 yuan of financial compensation to all levels of village clinics in 2013, and the general treatment fee was 2,659,720 yuan. The distribution of financial compensation funds included: compensation for zero-deficit of essential drugs amounting to 807,971 yuan, The basic public health compensation amounted to 1 190 419.53 yuan and the performance assessment amounted to 678 505 yuan. Conclusion: Under the integrated management of rural health services and the implementation of essential medicines system, the interests of village clinics must be guaranteed; the compensation methods should be optimized; and the incentive mechanism based on public welfare should be established.
