This paper divides Hong Kong documentaries into three production levels through field investigation, special interviews and literature review: television, commercial or semi-commercial independent documentary film directors and grassroots documentaries. Although the documentary film has never accounted for the majority in Hong Kong’s culture and the media, documentary films in Hong Kong deserve our attention and reference both in the depth of production, the breadth of their topics and the level of participation of the community in the recent two or three decades. This paper argues that the RTHK’s public television system provides a platform for the development of such documentary columns as “clang set.” The trend of pluralistic democracy in society as a whole is the backdrop for the development of non-governmental documentary films.
