10月23日,为进一步完善本市住房供应结构,支持居民自住性、改善性住房需求,稳定市场预期,促进长效机制建设,北京市发布了《关于加快中低价位自住型改善型商品住房建设的意见》,业内简称其“京七条”。由于“京七条”刚好是在十八届三中全会之前发布,有专家认为,新政的制定或许会“透露出以后政策调控的方向和信号”。市场乐观者认为,新政发布从趋势的角度来看,今后调控政策会逐渐向市场化、经济化转变做过渡,为楼市长效性调控机制做铺垫。然而,本刊特约顾问易宪容教授却指出“京七条”是建立在这两个误判的假定条件基础上,其打压房价的作用存疑。
