随着中国内地城市快速、大规模地铺开城市轨道交通建设,地方政府遭遇到的困境也接踵而至,例如建设资金缺口巨大,又如运营产生巨额亏损只能依靠财政买单。于是学习和借鉴香港地铁的＂港铁模式＂,似乎成为了地方政府的必修课。在公开媒体上,至少有北京、南京、广州、厦门、长春等城市都曾经提出过要学习港铁模式。
