[目的]了解新医改条件下某市实施基本药物制度取得的成效和存在的问题,为该制度的完善提供政策建议。[方法]收集15个试点区的总结报告和基本药物制度调查表进行整理、汇总和分析。[结果]试点区实施基本药物制度及配套改革有效控制了药品费用,居民得到了一些实惠,同时也存在着基本药物配备和使用率偏低、财政补偿难等困难。[结论]要进一步推进基本药物制度的实施要从政府支持、卫生行政部门监管、医保政策倾斜及对居民的宣传等方面进行加强。
[Objective] To understand the achievements and problems existed in the implementation of essential medicine system in a city under the new medical reform conditions and to provide policy suggestions for the improvement of the system. [Method] The summary report of 15 pilot areas and the questionnaire of basic drug system were collected, summarized and analyzed. [Results] The implementation of the basic drug system and supporting reforms in the pilot areas effectively controlled the cost of medicines. The residents got some benefits. At the same time, there were some problems such as the allocation of basic medicines and the low utilization rate, and difficulties in financial compensation. [Conclusion] It is necessary to strengthen the implementation of essential medicines system from the aspects of government support, supervision of health administrative departments, preference of medical insurance policies and promotion of residents.
