阐述了电力普遍服务这种政府公共职能旨在改善偏远地区的电力供应,提高整个社会福利水平。构建了基于电量的社会福利函数,运用恩格尔系数刻画出不同地区居民对用电量的渴求程度和福利效用,对居民的福利感应程度进行了区分。运用对偶理论,探讨了电力普遍服务实施过程中的公平与效率问题。
It states that the government public function of universal service of electricity aims at improving the power supply in remote areas and raising the level of social welfare as a whole. Constructed a power-based social welfare function, using the Engel coefficient to characterize the thirst degree and welfare utility of residents in different regions, and distinguish the degree of residents’ welfare induction. By using duality theory, the issue of fairness and efficiency in the implementation of universal service for electricity is discussed.
