近年来,随着经济结构的调整和企业改制力度的加大,国有、集体企业职工向社会分流和自谋职业的人员逐年增多,到社保经办机构接续养老保险关系的人数迅速增加。在续保人数日趋增加的同时,因未及时参保续保而失去领取养老金资格的人员以及至今养老保险关系仍处于中断状况的情况依然存在。为此,笔者仅从个人帐户这个角度来谈社保关系接续问题。国家规定个人帐户包括三项内容:参保人员基本信息、帐户计入情况、欠费记录。个人帐户管理水平的高低,直接涉及能否清晰地反映参保人社保关系变化及退休时领取养老待遇的资格条件。因此,社保经办机构在个人帐户管理工作中,必须做到“准、实、全、细、清”。基本信息要准
