4月6日,《中共中央国务院关于深化医药卫生体制改革的意见》发布。《意见》共分六个部分,包括:深化医药卫生体制改革的指导思想、基本原则和总体目标、完善医药卫生四大体系,建立覆盖城乡居民的基本医疗卫生制度等。在医改新方案中,政府在基本医疗卫生制度中的责任被特别强调。要求加强政府在制度、规划、筹资、服务、监管等方面的职责,维护公共医疗卫生的公益性,促进公平公正。针对群众反映强烈的“看病贵、买药贵”等问题,医改新方案也从政策层面对医疗保障、基本药物、基层医疗等给予了解决的方式。
April 6, “Opinions of CPC Central Committee and State Council on Deepening Health Care System Reform” was released. The Opinion is divided into six parts, including: guiding ideology, basic principles and overall objectives of deepening the reform of the medical and health system, improving the four major systems of medical and health care, and establishing a basic medical and health system that covers both urban and rural residents. In the new scheme of medical reform, the government’s responsibility in the basic medical and health system is especially emphasized. It is required to strengthen the government’s responsibilities in terms of system, planning, financing, service and supervision so as to safeguard the public welfare of public health and promote fairness and justice. In response to the masses’ strong reflection of “expensive medical treatment, expensive medicine,” and other issues, the new medical reform program also provides medical insurance, basic medicines and grassroots medical treatment at the policy level.
