提高我国人大对政府预算审查监督的有效性是全面实现依法治国的重要举措:我国人大对政府预算审查监督尚存在着虽有法律保障但缺乏可操作性、预算的审查和批准重在履行法定程序等诸多问题;提高人大对政府预算监督有效性,可以采取加强人大对政府预算审查监督相关法律制度的建设、完善政府预算责任制度等策略。
