一、问题的提出国有企业在计划经济体制或有计划的商品经济体制时,要根据国家主管部门下达的生产作业计划或指令性计划,把企业全部活动都纳入计划管理轨道,通过计划的编制、执行、控制和调整,保证国家计划目标的实现,因而企业内部计划管理举足轻重。那么,现在企业完全走向了市场,计划管理在企业内部是一个什么位置呢?笔者认为,在目前市场经济尚未发育成熟、运行体系还不健全的客观情况下,企业内部的计划管理尤为重要。
I. Proposal of the problem When planning the economic system or a planned commodity economic system, state-owned enterprises must put all their activities into the planning management track according to the production operation plan or directive plan issued by the competent national authority, and pass the preparation of the plan. Execution, control, and adjustment ensure the realization of the goals of the national plan. Therefore, the internal planning and management of the company plays a decisive role. So, now that the company has completely moved to the market, what is the position of planned management within the enterprise? The author believes that in the current situation where the market economy is not yet mature and the operating system is not yet sound, the internal planning management of the company is particularly important.
