为了摸清当前全国各地开展小水电“以电代柴”的情况,水利电力部分别会同有关省(区)对湖南、江西、广西、四川、福建等5省(区)11个县进行了“以电代柴”的调查。这些省(区)积极发展小水电,利用小水电的季节性电能“以电代柴”、“以电代煤”,取得了很好的效果。笔者先后参加了11个县的调查,现将情况介绍如下:
