随着我国现代化建设和特色城镇化进程的快速推进,土地城镇化以土地国有化和强制征收为主要特征不断侵犯农民土地合法权益。土地发展权界定不恰当、征收程序不规范、征地补偿不合理等诸多弊病,导致恶性征地拆迁事件、土地财政腐败等问题频发,削弱了经济发展的动力,严重损害了国家与农民的关系,破坏了社会稳定大局。此外,土地过度城镇化,严重危及国家粮食安全。因此,规范和完善土地城镇化进程中的农村土地征收补偿问题极其重要,是再次促进农村经济快速发展的必由之路,也是建设社会主义新农村的题中应有之义。
With the rapid development of modernization and urbanization in China, urbanization of land has continuously infringed on the legitimate rights and interests of peasants’ land because of its nationalization and forced expropriation. Inappropriate definition of the right to land development, non-standard collection procedures and irrational compensation for land acquisition have led to frequent occurrence of vicious problems of land acquisition and house demolition and corruption of land and land, weakening the momentum of economic development, seriously damaging the relations between the state and peasants, Undermine the overall social stability. In addition, excessive urbanization of land severely endangers the national food security. Therefore, it is extremely important to regulate and improve the rural land acquisition compensation in the process of urbanization of land, which is the only way to promote the rapid development of rural economy once again and the proper meaning of the problem of building a new socialist countryside.
