被培训人员需要享有养老、医疗、失业、生育、公积金等社会保障,同时,接受培训任务的医院需要提供住房、设备、师资等方面的服务,这些都需要资金的保障。《国家卫生计生委等7部门关于建立住院医师规范化培训制度的指导意见》指出:建立政府投入、基地自筹、社会支持的多元投入机制。政府对按照规划建设设置的培训基地基础设施建设、设备购置、教学实践活动以及面向社会招收和单位委派的培训对象给予必要补助。本刊通过展示已开展住院医师规范化培训的试点城市对住院医师规范化培训中的投入,讨论地方政府目前培养一名住院医需要给予的补助方式和数额等政策和资金保障问题。

At the same time, the hospitals that receive the training need to provide services such as housing, equipment and teachers, which all need the guarantee of funds. The Guiding Opinions of the National Health and Family Planning Commission and other 7 Departments on Establishing Standardized Training System for Residents Physicians pointed out: Establishing a multi-input mechanism of government investment, self-financing of bases and social support. The government will provide the necessary subsidy for infrastructure construction, equipment purchase, teaching and practice activities as well as training targets for social recruitment and units appointed by the planning and construction training bases. By showing the demonstration cities that have carried out standardized training of resident physicians, we have invested heavily in the standardized training of resident physicians and discussed the policies and financial support for subsidies and amounts that local governments currently need to train a resident.
