According to the 46th issue of China Economic Weekly, the three provinces and municipalities of Beijing, Tianjin and Hebei are geographically connected with each other. However, for a long period of time, the three regions have been working independently under administrative barriers. There are many places that are out of step with each other. According to Yang Chongyong, executive vice governor of Hebei Province, per capita GDP in Hebei Province was 38,716 yuan, less than half of that in Beijing and Tianjin. Per capita income was only 1/5 of that in Beijing and Tianjin. Niu Wenyuan, chief scientist of the Chinese Academy of Sciences, pointed out that there are “economic cliffs” between the three places: Beijing produces an annual output of 17,300 yuan per square kilometer, Tianjin is 12,000 yuan, and Hebei is only 1,500 yuan. It is like poor relatives and rich relatives
