促进区域平衡发展,必须重塑中国经济地理,实现资源在空间上的重新配置。目前,产业转移、人口转移和财政转移是平衡区域发展的主要路径,这三种路径虽有一定联系,但在理论基础、中间目标与实现机制上又有一定差异。基于三种平衡区域发展路径各自特点,且考虑到我国区域发展差距的现状,需要对其加以适当整合,以构建人口转移为主、产业转移为辅、财政转移为补充的平衡区域发展综合路径。 To promote the balanced development of the region, we must reshape China’s economic geography and realize the spatial reconfiguration of resources. At present, the industrial transfer, population transfer and financial transfer are the main routes to balance regional development. Although there is a certain connection between the three approaches, there are some differences in the theoretical basis, the intermediate target and the realization mechanism. Based on the respective characteristics of the three balanced regional development paths and taking into account the current situation of the regional development gap in our country, we need to properly integrate them to build a balanced regional development comprehensive path supplemented by population transfer, industrial transfer supplemented by fiscal transfer.
