日前,时间已近岁末年关,从国家到地方的“十二五”规划研究编制工作已经全面启动。“十二五”能源规划也向社会科研单位公开招标,初步预计于2010年9月完成初稿。根据相关文件,“十二五”能源规划的一个重点是进一步优化能源定价机制。长远来看,能源价格的合理化应该致力于能源资源在国民经济体系中实现有效配置的目标。要实现这个目标,不仅要使能源领域的利益最大化,更应着力于国民经济整体利益的最大化。
Recently, the time is approaching the end of the year, and the formulation of the “Twelfth Five-Year Plan” study from the state to the local government has been started in an all-round way. “Twelve-Five ” energy planning also open tender to social research institutes, initially expected to be completed in September 2010 the first draft. According to the relevant documents, one of the focuses of the “12th Five-Year” energy planning is to further optimize the energy pricing mechanism. In the long run, the rationalization of energy prices should be devoted to the goal of effectively allocating energy resources in the national economy. To achieve this goal, we must not only maximize the benefits of the energy sector but also maximize the overall interest of the national economy.
