预战术流量管理是流量管理的重要一环。本文首先对中国民航实施预战术流量管理的必要性及实施的程序进行系统分析,其次对以EOBT为核心的预战术流量管理流程进行深入研究,然后设计了基于EOBT的预战术阶段放行排序算法。对该算法进行仿真验证,与先来先服务算法相比,基于EOBT的排序能兼顾航空器优先级和延误时问,计算结果优于传统方法。说明基于EOBT的预战术流量管理程序能合理组织空中交通流量,为管制单位、机场运行、航空公司提供次日组织生产的依据。
Pre-tactical traffic management is an important part of traffic management. This paper firstly analyzes the necessity and implementation procedure of pre-tactical traffic management in CAAC, and then makes a deep research on the pre-tactical traffic management flow based on EOBT. Then it designs the pre-tactical release scheduling algorithm based on EOBT. Compared with the first-come-first-serve algorithm, the ranking based on EOBT can take aircraft priority and delay time into consideration when compared with the first-come-first-serve algorithm. The calculated result is better than the traditional method. This shows that the pre-tactical flow management program based on EOBT can rationally organize the air traffic flow and provide the basis for the control units, airport operations and airlines to organize production next day.
