2008年金融危机导致全球经济低迷,国际市场一片萧条,对国际市场有高度依赖性的摩托车行业因出口受阻而信心大挫。从2008年底开始,鉴于严峻的国际、国内经济形势,为刺激消费,拉动内需,增强我国实体经济抵御风险的能力,政府密集出台了多项扶持政策,尤其是“十大行业振兴规划”的陆续出台,增强了我国实体经济渡过难关的信心,摩托车行业也因此受益,但出口退税率的两次上调,终没有扭转摩托车出口的失利局面。此时,早已被摩托车行业纳入视野的“下乡”也被正式提上议事日程。
