信息技术(IT)的普及使得企业对IT的投资快速增长,如何从IT投资中获取相应的价值回报成为企业董事会和高层管理者关注的问题之一。本文明确了IT投资治理的概念,总结出主要的治理组织形式,并依据企业总部,业务部门和IT部门的三个维度建立了企业总部负责制、总部与业务部门共同负责制,以及IT与业务主管共同负责制等五种治理模式,并结合案例进行深入分析,以期能对我国企业的IT投资实践提供参考。
The popularization of Information Technology (IT) makes the rapid growth of enterprise investment in IT. How to get the corresponding value return from IT investment has become one of the concerns of the board of directors and top management. This paper defines the concept of IT investment governance, sums up the main forms of governance organization, and establishes a corporate headquarters responsibility system, a joint responsibility system of headquarters and business departments, and IT and business operations based on the three dimensions of corporate headquarters, business departments and IT departments Charge of corporate governance and other five governance models, combined with case analysis, in order to provide reference for China’s enterprise IT investment practices.
