2005年4月28日.国务院出台了《加强房地产市场引导和调控的八条措施》.成为近期房地产市场宏观调控的先锋,“国八条”的推出首次从中央政府层面上开始对房地产市场进行宏观调控.首次以“行政问责”形式将稳定房价提高到政治的高度。紧随而来的5月7日.国务院办公厅转发了建设部、发改委、财政部、国土资源部、人民银行、税务总局、银监会等七部委《关于做好稳定住房价格工作的意见》.共8条意见.成为房地产市场宏观调控的一个重拳出击.也是被业内人士和购房者普遍称为的“新国八条”。提出了稳定住房市场的切实可行的具体措施.使得政府对于房地产市场的宏观调控手段从“务虚”的指导.开始进入切实可行的行政干预。
