春运作为交通运输体系每年必须承受的非常规、高成本、高风险的社会问题,是现行城乡与区域隔离制度安排下不得已而为之的历史产物,而2008年突如其来的雪灾让我们更加真切地感受到这种不合理的制度安排可能给整个社会带来巨大的系统性风险。本文尝试通过对春运难题的社会学分析,提出以废除城乡与区域隔离制度、构建和谐社会政策为根本取向的解决方案与防范短期性社会风险的应急突发事件机制。 As a non-routine, high-cost and high-risk social problem that the transport system must bear each year, the spring transport is a historical product of the current arrangement of urban-rural and regional segregation, and the sudden snowstorm in 2008 made us feel more realistically To such an irrational institutional arrangement may bring huge systemic risks to the entire society. Based on the sociological analysis of the spring transport crisis, this paper attempts to propose solutions to abolish the urban-rural and regional segregation system and establish a harmonious society policy, and to provide a contingency mechanism to prevent short-term social risks.
