域外技术资源的利用是推动东北老工业基地科技进步与经济发展的重要力量。本文从域外先进技术的引进、域外投资企业在东北地区的科技投入及世界五百强企业进驻三方面考察东北老工业基地域外技术的利用情况。研究发现,东北老工业基地在域外技术的利用方面依然存在技术引进总量较小、资源整合效率低下、承接技术能力薄弱等问题。
The utilization of extraterrestrial technical resources is an important force for promoting scientific and technological progress and economic development in northeast old industrial bases. This article examines the utilization of extra-terrestrial technologies in the northeast old industrial base from three aspects: the introduction of advanced technologies outside the territory, the investment of science and technology from overseas investment enterprises in northeast China and the presence of 500 Fortune 500 enterprises in the world. The study found that there are still some problems in the utilization of extra-territorial technologies such as the small total amount of technology import, the inefficient integration of resources, and the weakness of technological capabilities in old industrial bases in northeast China.
