《尚书》中存在大量的“敬”、“慎”观念。“敬”的思想包括“敬天”、“敬民”、“敬德”等。“慎”有“谨”和“明”的意思,并与“敬”有互通之处。敬慎的观念对儒家以及后世,不管个人修养还是社会治理都产生了重要影响,同样对现代政治和公共管理具有重要的启示,即政府公共管理者要懂得敬畏民众、敬慎权力、敬慎宪法,将敬慎的思想融入到公共管理的活动中去。
